    "content": "Mr. Temporary Speaker, Sir, the Bill not only talks about social integration but academics as well. The deaf have not been able to get the mainstream language; the language of the wider society so they end up being disadvantaged. This Bill seeks to speak on the issue so that the deaf are also included in academia. There is provision that sign language should also be taught to persons with the ability to hear so that integration and communication will be easy for them. The Bill also encourages that the deaf should be taught English as well as Kiswahili because those are the mainstream languages."
