"content": "told my Committee that there are challenges with the current Act. If the current Act is repealed, they will be able to have the regulations, open up the Fund and attract funds from elsewhere, so that all senior members of our society who are old and qualify to receive the Inua Jamii funds can do so. I, therefore, urge that we approve this Bill without any amendment. The Committee will move with speed to ensure that the regulations are also completed because nearly every month, we have a Question related to this particular matter. There was one just today and in the morning, the Ministry attended to two Questions that were related to the Social Assistance Authority. Once the Act is repealed and the regulations are put in place, the Ministry will have no choice but to move fast enough to ensure that all our senior members of the society receive the assistance that is meant for them. As I conclude, I wish to take this opportunity to thank you and the Clerk of the National Assembly for providing the technical and logistical support to the Committee. I also commend the Committee Members for their devotion and commitment to duty during the consultations on this Bill. We went for three rounds of public participation to fully understand what the challenges are in as far as social assistance in this country is concerned. It is a very noble idea but presents many challenges especially to us, Members of Parliament. Whenever we go home, elders come to us with registration cards yet they are not receiving funds. I hope and believe that once this is repealed and the regulations are put in place, that problem will be a thing of the past. I also hope that the Cabinet Secretary for the National Treasury will find it necessary to ring-fence funds meant for the social assistance programmes because if not, we will have challenges as we pass every budget because of the underfunding we have been having."
