For Solai Dam tragedy, we did the report again with Sen. Mutula Kilonzo Jnr. Before the tragedy happened, there were warnings. There was warning that this thing the way it looks; it is going to burst its banks. The structural integrity is bad. Since there is no single one stop place to go and report these things, would you go to tell the County Executive Committee Member (CECM) of Environment, look for Water Resources Authority (WRA), National Environment Management Authority of Kenya (NEMA) or the governor. Kenyans do not know where to report. That is why we lost all of those 47 children in Solai. Mr. Temporary Speaker, Sir, we want to make it a thing of the past because it is extremely important. Today there is a fire where you live. Do you know who to call? I think you will call the Senator for Nairobi City County because there is no number and you do not know it. What is the hotline when there is a disaster in Nairobi City County or Makueni County? Kenyans do not know. It is really embarrassing for us to say this that Kenyans do not know what to do if there is a terrorist attack."
