    "content": "Last year, we kept our counties waiting to receive money and we were engaged in a debate where we voted for more than 10 times on the revenue formula. Most of us who were in the ‘no’ and could sit down and do mathematics were asking ourselves where we will get the extra Kshs42 billion to send to counties. Cleverly, the Executive played with our minds and added Kshs70 billion. What they did not tell us is that they were taking all the conditional grants and lumping all the money and giving it out to the counties."
