    "content": "Madam Deputy Speaker, while I respect the fact that Sen. Sakaja is trying to insist that the Censure Motion is binding, the truth is that it is not binding. A Censure Motion is not necessarily binding. Let us not lie to the citizens of Kenya that it is binding. We have every right as the Senate to make sure that we follow up on the resolutions that we make as a House. I am making that clear so that we do not set up ourselves for expectation that we cannot fulfill. Can Sen. Orengo perhaps guide us?"
