    "content": "We have the National Disaster Operations Centre (NDOC), the National Disaster Management Unit (NDMU) that currently exists and many other bodies dealing with management of disasters in this country. There is a department under the Ministry of Special Programmes that normally comes in to give food and other items. In this Bill, we are bringing them together under one body. Mr. Temporary Speaker, Sir, there will be a lot of savings because we are not creating a new entity per se . Sen. Kang’ata, if you look at the transitional provisions, it provides for how the staff who are currently employed in those three entities will transition to this amalgamated agency."
