    "content": "Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. However, my issue of concern is on Phase III. But just before I go to that issue, Mr. Speaker, Sir, with your indulgence, that project was started 13 years ago and, up to today, and having pumped more than Kshs20 million, no single drop of water has been supplied by the Ministry. But that notwithstanding, one of the major issues is about the handover of Phase III of the project. The contractor has not handed over the project because there are disputes. He wants to be paid for what the locals provided freely as their contribution. What is your Ministry doing to ensure that, that dispute is resolved and the project is handed over to the community?"
