    "content": "Mr. Speaker, Sir, that problem will be tackled by Phase IV. I have said that my Ministry, through Tana and Athi Water Services Board, is planning to implement that phase with the funds that we shall receive in the 2010/2011 Financial Year. We are yet to decide how much we shall give to the project. But you can see the history of this project. We have always pumped in over Kshs10 million. So, I do not expect the Ministry to give less than what other agencies have provided."
