    "content": "The third principle that they violated - and that the Committee used - was putting the cart before the horse. Election Campaign Financing Regulations should have first been approved by the House, so that they conform to the basis of spending limits. Contrary to the law and to the Act, the IEBC published the spending limits even before this House approved the Regulations. That is un-procedural, illegal and tantamount to putting the cart before the horse. That is one of the reasons why these Regulations had to be annulled."
