Standing Order No.1 is only used in a situation where a matter is not provided for in any other Standing Order; where the Standing Orders do not specifically state what should be done. In this specific one, when debate is cut short, it is clear that no Member will be allowed to contribute because it was done not in the normal manner. I really sympathise with your position, Hon. Millie. I know that since yesterday, you have been pursuing the matter of the Homa Bay boat tragedy, and it is a serious issue. Unfortunately, my hands are not very open on this one. By default, you have said you support the Motion. The only thing that is missing is to tell us why you support it. Unfortunately, we may not have an opportunity to hear that.
