    "content": "(aa) in subsection (4) by deleting the words “or its equivalent in any field” appearing in paragraph (c) and substituting therefor the words “in water engineering, civil engineering, agriculture, irrigation or environmental studies.” By this amendment, we propose to reduce the quorum for conducting business for the board members from seven to five despite our proposal to increase the number of the board members from nine to 12. That is against the Mwongozo Code of Conduct. What we are, therefore, proposing is that we have the membership of the board conform to the regulations in place."
