    "content": " Thank you, Hon. Temporary Deputy Speaker. I am aware that I have been overtaken by events, but I need to be on record that I had about two amendments on this Bill. One of them is an important amendment. As you might be aware, through this Bill, we changed the name of the National Irrigation Board to the “National Irrigation Authority”. In line with other Authorities, I wanted to bring an amendment so that the head of the Authority changes the title from “Chief Executive Officer” to “Director-General” in line with other Authorities like the Kenya Rural Roads Authority (KeRRA), the Kenya Urban Roads Authority (KURA) and the Kenya National Highways Authority (KeNHA). I really do not know whether I have any opportunity to do so, but I want to apologise because this is something I had really wanted to do."
