    "content": "I know the Leader of the Majority Party has indicated that there is a technical legal issue why this has not been done. I think the better way to go around it would be to bring an amendment to the Public Finance Management (PFM) Act so that we can actualise this Act. The idea behind the Social Assistance Act is very noble, which is to assist those of us who are in very difficult circumstances and the vulnerable. This Bill was brought by Her Excellency the Late Governor Joyce Laboso and I worked very closely with her on this issue based on the work we had done in the civil society and the suffering we saw a lot of people going through."
