"content": "Yes, we can assist the older persons, but priorities must be set very right. First of all, the priority should be the most vulnerable members of our society, namely, orphans and vulnerable children, followed by persons with severe disability who require 24-hour care and then we come to older persons. Even in the listing and numbering, they should follow that particular order until persons with severe disability are exhausted, and then we can go to orphans and vulnerable children. As Hon. Millie Odhiambo has said, I did not see any problem with the Bill that was brought by Hon. Laboso. I also do not know why it has never been implemented. We have to repeal it so that we can make sure⦠From 2013, a whole Fund has been idle, being managed by a department in the Ministry of Labour and Social Welfare. It is high time this House looked into it. That is what we are doing. I implore Hon. Millie Odhiambo to come along to repeal the Social Assistance Act, so that in its place, we can put another Act that will be implemented even though I do not know why this Act has not been implemented. Corruption is real in Kenya. I think cash transfers should be made through mobile money transfer platforms so that we can follow up to establish whether the money goes to the right persons.
