    "content": "In general, the stakeholders welcomed the proposed amendments in the Bill with a majority of them opposing the recruitment of staff of the tribunal by the Public Service Commission (PSC), and the setting of salaries of the chairperson and members of the tribunal by the Cabinet Secretary. A proposal was made by some stakeholders to stagger appointment of members of the tribunal so as to ensure the tribunal does not have any vacant positions at any given time."
