The Member is quoting the Nairobi Express Way and putting a price tag on it when he knows that he is misleading us. I am asking whether it is in order to allow him to record that there is taxpayers’ money from the National Treasury, by this Government or whichever Government, that has gone into the Nairobi Express Way before he sits down with that kind of reckless talk?"
