    "content": "Sometimes we have issues of topical concern. There is a proposal that Statements should be raised only on Wednesdays, but there could be an issue of topical concern on Tuesday. Going forward, when a Statement is not of topical concern, the Chair should allow one or two Senators only to ride on it. I know that riding on Statements had been banned in this House."
