    "content": "Mr. Temporary Speaker, Sir, we are faced with a dilemma of allowing the marginalisation to continue as a result of the issues that have been raised. At the same time, we also have an opportunity to correct some of the wrongs that have been meted on the Kenyans since Independence. I will urge Members to rise above the issues that have been raised and approve these Regulations. This is so that the people in those marginalised areas may now get some of the services that other counties are getting. At the moment, most of the marginalised areas are facing drought and many other calamities that we may not be able to assist if these Regulations are not passed. I urge that Members do pass these Regulations."
