Chair, I beg to move: THAT, the Bill be amended in Clause 3 (f) by inserting the following definition in proper alphabetical sequence- “risk spreading” means the transfer, sharing or distribution of the risk insured as between one or more insurance companies or other providers with a view to reducing the financial cost in the eventual happening of the insured event hereby referred to as a loss for special, enhanced or negotiated scheme. Hon. Chairman, the purpose of this definition with NHIF growing in the manner it is going to grow, there is need to provide for risk spreading. That is the reason for my coming up with this amendment. I beg to move."
