    "content": " Thank you, Hon. Chairman. The amendment by Hon. Mbadi on Clause 4 (a) which seeks to delete the words “to advise the Minister” and substitute thereof “to advise the national and county governments”, is vague. I want to oppose that part because I think it does not add up. This is because you cannot substitute the words “advise the minister”. I think it should just have been “to advise the Cabinet Secretary”. It is vague to say that you want to advise the county and national governments. It does not make any sense at all. I oppose."
