"content": " Hon. Chairman, I think we are just slaves of history. This is because if you are talking about county governments, you will talk about CEC. The CECs are not defined in this Act. Therefore, it is more decent, tidier and neater to leave it that the advice is to the county government. The governor can choose whoever requires the advice. When it comes to the level of the national Government, there is no reason why we have to condition this advice only to the Cabinet Secretary for Health. This is because if you talk about the CS, it definitely means the CS for Health. The advice can go to the CS in charge of National Planning to plan issues of Universal Health Coverage. Therefore, I think we are just becoming slaves of our institutions."
