    "content": "It makes a lot of sense for both the county governments and the national Government to do the top up as proposed by the Leader of the Majority Party, but I am at pains to reconcile the private sector. How do you insulate employees against mischief by employers who may at the end of the day take the entire sum of Kshs500, for instance, without necessarily doing any top up? How do we protect employees in the private sector? Some of them are quite gullible. Some of them are illiterate to the extent that they may not be able to understand the inner details. I am disturbed. I want to understand how they will be insulated against mischief."
