Other than being a natural person, I went to St. Paul’s Nursery School, the current Homa Bay Primary School, so that the Alliance ones do not think that it is the only school on earth. Having said so, I wish to support. I was trying to indicate to Hon. Ichung’wah earlier on that when you leave a blanket provision the way he was suggesting, it becomes subject to abuse. We want to cushion the vulnerable and poor people by making sure that even when a person does not have provision, a reason is given. I support what the Chair has moved."
