    "content": "The institutional design of NHIF is completely different and will not fit in the purview of the Insurance Act. We all know that families in the insurance fund are attached to some out-patient health facilities. There are so many things that I may not go into the details. I am sure Members of this House will appreciate that the operation of this Fund, unlike any other ordinary private insurance, is completely different. So, we need to clearly remove it from the strict requirements of the Insurance Act."
