    "content": "I urge hon. Members to consider urgently, the decisions that have to be made to ensure this works. We have seen the advantages of public-private partnerships (PPPs) and now we have put the law in place. We should be cautious to make sure that nothing goes wrong and to remove fears. Many people would like to know if it is safe to invest with the Government or to have this kind of joint participation in investment. Now there is the protection and legal process. There is provision in bidding, making it open and very reliable so that we can all participate in building big partnerships."
