    "content": "Going to their responsibilities, I am a bit worried that in Article 8, there has not been any attempt to give recognition to the role that public participation should play. I hope that other than just formulating policies, overseeing implementation of the partnerships, approving standards and doing feasibility studies, there will also be an added function of that Committee so that we undertake public participation. Mr. Temporary Speaker, Sir, you heard what my good friend the Senator of Kericho said that before you do the road from Westlands all the way to Mau Summit in Kericho and ask the people of Kericho and Nyanza to pay for using it, you should engage them through public participation. I hope we will be able to relook at Clause 8 of this Bill so that we incorporate a clause that obligates the Committee to ensure it undertakes qualitative public"
