    "content": "Fifthly, I support the Bill because it recognizes the role of PPP projects in counties. I remember about six year ago, when I was the Senate Majority Leader, there was a Motion to remove from office the Governor of Kericho County, Hon. (Prof.) Chepkwony. One of the charges which brought the Governor of Kericho County before this House in impeachment proceedings was having endorsed a PPP project without the enabling legal framework that would allow him to engage the private actor to undertake a certain development project in Kericho County. This Bill now gives the much needed legal clarity for our governors and county governments to engage the private sector in the development of our counties without encountering legal difficulties."
