    "content": "Mr. Temporary Speaker, Sir, one of the most essential elements that needs to be provided for in the county government and the resources being devolved in the country governments may not be sufficient is water. Water and sanitation are such critical factors in the county governments that need to have additional resources. If these areas get additional resources, we will meet the demands of water provisions to our populations at the county level. This has a direct bearing on the health status of a county."
