    "content": "Mr. Temporary Speaker, Sir, Narok County can go to their website and list every project that they are seeking partners abroad; people who can do these projects which are more expensive than the ordinary procurement that we have. Once they do so, anyone out there has the ability and financial muscles that does not require another guarantee. The only guarantee that I would be happy for Narok County is to give would be that if it is a highway, they will provide that equity and give the land and all the support necessary. The National Land Commission (NLC) must also be involved. I hope that once we finalise this, we will put those issues into perspective.
