    "content": "The first one is that in the objects, this Bill purports to say that these amendments are being done to align these laws with the Constitution and the Mwongozo code for State corporations. There are two problems with that. There is nothing in the Constitution that requires an amendment to any of these laws at all and the Report does not purport to identify that. Secondly, the Mwongozo Code is not a law. It is a code. It is a policy. You cannot purport to amend substantive legislation to accord with policy. It should be vice versa.
