"content": "You find that when you have a Committee of the whole House on a Thursday, the Question will be put on Tuesday afternoon. Those who have just come from the villages to vote in one way or another will have absolutely no idea, but they still, nonetheless, vote. Hon. Oundo this is a challenge which is impossible to rectify, unless we insist that everything be by roll call, which will be very inconveniencing for the House. But obviously, this affects the quality whether we like it or not. Let us hope you are able to persuade one another. The issue of Hon. (Dr.) Eseli not being allowed to do a minority report is a serious one. I think whoever is clerking the Committee should be taken for a refresher course, so as to understand it is the right of every Member who wishes to do a minority report to do so! I do not know whether Hon. Nyikal or Hon. Mule signed the Report for the majority. Sometimes, it is very difficult because it is not possible for somebody to walk in and expect to be given a chance to speak since they may not know where we have reached at some point. We will leave it at this point. You may commence debate, but I will also make a determination on the number of issues raised, especially those touching on the Constitution and the place of the Bill, whether it is a Miscellaneous (Amendment) Bill, or not, depending on the proposals contained in it.
