Chairman, I beg to move: THAT, Clause 31 of the Bill be amended by inserting the following new sub- clause immediately after Sub-Clause (4)- “(5) Any refugee or asylum seeker residing outside a designated area at the commencement of this Act shall, as soon as is practicable after the commencement, notify the Commissioner in the prescribed manner of his or her situation and the Commissioner shall make such orders as may be necessary in the circumstances.”"
