    "content": "In our Constitution, we scattered our doctors in 47 different directions and gave them 47 different terms, bosses and conditions. That has led to perennial strikes. Madam Temporary Speaker, let us ask ourselves. Health workers are the only workers in county governments who still retain integrity because when they are not paid, they go on strike. Revenue collectors can go for two years without being paid and they will never go on strike. Chief Officers and County Executive Committee Members (CECMs) can remain unpaid forever and they will never go on strike. That tells you there is a way they are stealing from the public. That tells you there is a way they have discovered some backdoor through which money goes into their pockets rather than to the County Revenue Funds (CRFs)."
