Temporary Deputy Chair, I beg to move: THAT, Clause 16 of the Bill be amended by— (a) deleting sub clause (2); (b) inserting the following new sub clause immediately after sub clause (4) — “(4B) In issuing certificates of registration under subsection(3), the Board shall satisfy itself that the premises upon which milling may be carried out meets the environmental standards set by the National Environmental Management Authority and the miller has been issued with a certificate of safety by the relevant county government.” (c) inserting the following new sub clause immediately after sub clause (6) — “(7) A person who contravenes the provisions of this section commits an offence and shall upon conviction be liable to imprisonment for a term not exceeding five years or to a fine not exceeding ten million shillings or to both.” The justification is to ensure that the environmental standards are adhered to by milling companies as required by the law.
