    "content": " Thank you, Temporary Deputy Chairlady. I am really grateful for what I have heard from Members. How I wish they would have been there when we were doing the winnowing. Why this clause uses the word, “may” is because as a country, we have signed international agreements. The cabinet secretary must act in line with international agreements that we have signed. In the Common Market for East and Southern Africa (COMESA), there is the aspect of imposing tax and that would deny other countries doing fair trade. That is why we used the word, “may” as opposed to the word, “shall”."
