    "content": " Thank you, Hon. Temporary Deputy Chairlady. As you said earlier, the Committee of the whole House is the heart of legislation. The Chair has mentioned that this amendment is for inclusivity. But when you look at the words he is changing, it is not. Justification is subject to the words being amended. For instance, you propose deletion of the word ‘impose’ appearing after the words ‘the Board’ and substituting therefor with the word ‘enforce’. In terms of context, the word ‘enforce’ does not add up unless there is still some confusion. So, justification needs some more specificity."
