    "content": " Thank you, Hon. Temporary Deputy Chairlady. I think there is a fundamental issue that has been raised on procedure. I want to bring to the attention of Members that, as at now, we all know tribunals are quasi-judicial bodies. That is why we are bringing the new clause and need to follow it procedurally. This will ensure the appointment of membership to the board is in line with the requirements of the Judicial Service Commission (JSC). That is why in New Part IV A on the establishment of the Sugar Arbitration Tribunal, the Committee looked into this issue to make it in line or in tandem with the requirements of the Tribunal by the JSC and, at the same time, follow the procedure as laid out. To add to this, if you look at the earlier one, it was not in line with this. So, the only issue arising here is to ensure that the new clause follows the sequential order as per the Standing Orders of the House. I submit."
