    "content": " Hon. Temporary Deputy Chairlady, he needs to go on record and that is an area that we had a lengthy debate on during the winnowing meeting. The issue is practicability. I clearly said that I sit in the Committee on Delegated Legislation. I know the procedure of making subsidiary legislation. Even as we stand here, I am almost certain one year is not adequate to complete the process of stakeholder engagement, public participation and bringing forth the regulations. That is why I am willing to go for one year because it puts pressure on the regulatory making authority to move with speed and bring the relevant regulations to the House for purposes of enactment. Six months is not practical. We need to be practical. Thank you."
