    "content": "As a matter of procedure, I expected the Chair to move the Motion for reporting to the House but, of course, the owner of the Bill was Hon. Wamunyinyi. Chair, you are protected. Hon. Members of the Committee of the whole House, we are supposed to do reporting to the House on Order No.10, which is the Sugar Bill (National Assembly Bill No.68 of 2019) moved by Hon. Wafula Wamunyinyi. However, because of time constraints, we are not in a position to proceed with the reporting."
