    "content": "‘Upper House.’ He now has to be determined, committed and not to fall into the trap of what V.I. Lewin said; that the only job you start from the top is digging a hole. All of us who have been here longer are available to him for counsel and guidance. I hope that he will be given good Committees within which he can grow his career as a politician and his stature as a leader. I congratulate and welcome him to the House. He should not feel limited or inhibited. Sometimes when one is young, like he is, they feel nervous speaking before elders. He should not. We are here as a House of equals, everything else notwithstanding. I have no doubt that he has places to go. Congratulations."
