    "content": "To mitigate this, this Bill seeks to amend the Health Act to enhance the functions of the Kenya Health Human Resource Advisory Council (KHHRAC), in order to empower it to advise the national and respective county governments on human resource issues. Whereas the role of the Council remains advisory, the national Government and county governments will have to implement the advice that arises from the Council. With that, then the process of employment, promotion and inter-county inter-directorate transfers of such professionals in the country can be streamlined."
