    "content": "How can we make the Cabinet Secretary of Health effective in implementing them? Therein lays the dichotomy of power, implementation and having different institutions which are expected to do different things. I see the point of this Mover’s argument where there is goodwill. I see where we can even influence the regulations to make sure that these things happen. As other Senators have said, we should put it in black and white.
