    "content": "Mr. Temporary Speaker, Sir, these proposals would be very effective if there was good will. How can we ensure that there is good will? If that cannot happen, we should make it mandatory that when a provision is put into place, it becomes key to implement it. One of the things that is very prominent in this Bill is that we already have the Kenya Human Health Resource Advisory Council in place. What we are trying to do in this Bill is to enhance the functions of this specific advisory council. We can only advise them because they have particular functions. I can see a contradiction there. I hope that when this Bill goes to the Committee, we would like to get the right balance that will ensure we do not infringe into other commissions, ministries or organs of implementation but at the same time ensure that we address important issues on matters devolution and creating equity which is key."
