    "content": "Part IV provides for general matters relating to tenancies including fair rents. This question has been elaborated in the Bill, what is a fair rent. If you go to the Report of the Committee, we have analysed this very clearly for ease of understanding by the House. The Leader of the Majority Party has explained what fair rent is and what a permissible increase is. What determines it? Can you just increase your rent anytime without reasons? No. The Bill attempts to give the conditions upon which you can increase your rent including things like inflation or improvement of the house. If you look at the Bill and our Report, we have details on those specific issues. It is very important for landlords to get this Bill and our Report so that they can understand it. It is not business as usual in this Bill."
