    "content": "Finally, as Members have said, there is need to protect the tenants from harassment by the landlords because of non-payment or late payment. We have had instances where landlords hire goons to beat up families in the middle of the night in the name of evicting them. Sometimes, they have locked people in the houses. You wake up one morning and find three padlocks on the door and you cannot go out or do anything. As I support this Bill, I hope in the Third Reading we will bring amendments and refine it so that it can be of benefit to both the tenants and landlords."
