    "content": " I just want to emphasise that Parliament actually did advertise for public participation but the fact that people did not even find it necessary to come and give views was really the endorsement that you really needed. This is because people usually come when they have objections. Nevertheless, the good thing is that there was huge stakeholder consultation with all the stakeholders and they are all listed.
