The 91st UN principle of independence and dignity has already been included in the UN statute and recognises these two categories of people. In Kenya, Article 10(1)(b) of the Constitution and the Disability Act (No.14 of 2003) recognise the rights of these two categories of people. With those remarks, I beg to second and ask Members to support the ratification of these two Protocols."
