    "content": "Mr. Speaker, Sir, I think that it is high time that counties came up with terms of reference and a scheme of service for these teachers. The scheme of service should indicate how much they are supposed to be paid according to the grades. Also, there is the issue of pension. They also need to be considered in terms of pension when they retire. They need to be paid pension just like any other civil servant. Many of the ECDE teachers have no administration offices to work from. Some even do not have sanitary facilities and most of them do not have houses. Some of the ECDE centres are found in the interior parts of rural areas where there are no houses for them to be accommodated."
