"content": "Thank you, Madam Temporary Speaker, for this opportunity to second this very important piece of legislation. It is actually quite consequential. I congratulate Sen. Mutula Kilonzo Jnr. for moving it in this House for the fourth time since he was elected as a Senator. He moved it but our noisy neighbours have this habit; that whenever they see anything like money mentioned, they say that it is a money Bill. Sometimes they even just dream about it. This is not a money Bill, but a very clear provision in the Constitution on how we need to set up this commission that will resolve boundary disputes from time to time. Madam Deputy Speaker, since the days of the Kenya Regional Boundaries Commission and all the subsequent entities that have done delimitation, a lot has changed. I remembered this when Sen. Mutula Kilonzo Jnr. was describing the process. Senior Counsel Sen. Orengo will remember this because he was a member of that parliamentary Committee. I was consultant on the issue of the delimitation of constituency boundaries."
