    "content": "Mr. Speaker, Sir, again, I will not agree with the hon. Member more. I agree with him completely that we need to have a proper maintenance and management programme for our machines. Indeed, I have come across many machines in hospitals that are not properly maintained. The basic problem is that our Biomedical Engineering Department at the Kenya Medical Training College has not been training enough biomedical engineering personnel. We have not also established a well functioning biomedical engineering department in the Ministry to take care of the whole issue of biomedical engineering in the Ministry. We are addressing the problem at the moment. I ordered a baseline survey of all the equipment we have in the Ministry so that they are identified and we know where they are. That survey is going on and as soon as it is complete, I shall be in a position to know exactly what equipment exists in the Ministry; those that are functional and not functional. But the issue of biomedical engineering, as the hon. Member has observed, is an extremely important issue that we are addressing."
